Taken orally, yes. Topically applied, it can have a demonstrable effect for some people. There’s just no product or delivery mechanism that can reliably and safely apply it topically. It’s loophole the FDA really should close.

While the placebo effect is a real phenomenon, it (by definition) means the product has no efficacy. Besides, the vast majority of studies on homeopathic products show they are even less effective than a placebo.

The Claritin part is. You can just get the pseudophedrine  separately without the allergy part. Cheaper if you buy the generic brand and get them separate too.
