Delayed response, but you can definitely report those profiles to Twitter. I'm not sure how the response rate is for personal identity fraud - I reported it for my company once (someone created a profile with my company's name, but it was clearly a bot), and they removed it within 24 hours.

That is such a good point. All white people who aren't vehemently, constantly speaking out against this behavior are part of the problem. Our Twitter feeds should be a comment every 10-15 minutes decrying these white kids and repudiating their actions. We're just not condemning them enough.
