The long dead Iconians had technology of this type in TOS, TNG and I think a DS9 or two, if my memory is up to scratch. I never remember if they were the same race that seeded life in the Milky Way, linking humans, Vulcans, Romulans, Klingons and others as related species.

The relationship between Bill and The Doctor does remind me very strongly of Ace’s relationship in many ways, and I wouldn’t necessarily be opposed if Bill inherited some of the supposed later storylines planned for Ace.
