It would appear so. Here is a little more info on it. Its a pretty cool concept, but I'm not sure how much stealth you really gain with the semi-submersible design. Apparently enough that it is worth investigating.

Wouldn't you be able to patch up CF much the same way that you can patch up fiberglass? Really both materials are an epoxy resin matrix that is reinforced with fiber material. The difference being fiberglass uses glass fibers and carbon fiber uses... well, carbon fibers. I assume there are differences in the epoxy…
But it would seem that if your car was stolen you would either remember your own plate number, or if not you would have a registration that would your plate number on it. The only logical conclusion is that the DMV does give out the information to you if you are planning on stealing the car.

Yeah, it really seemed like something that you wouldn't get used to. Trying to use the controls was just very unnatural and non-intuitive. I'm sure to some extent you would be able to adapt, but I think it still would be incredibly frustrating trying to use touch controls on a daily basis in a car.
