No, they explicitly blamed the problem on their own code not managing to properly acquire new servers. That's not a problem with Azure, it's a problem with the way they're interfacing with it. They've been very transparent through all of this.

Yeah.. These prices don't seem obscene, but not particularly competitive. And I live in an area of the relatively high real estate prices, where you're often buying just for the lot. So maybe these are more competitive in areas where land is cheap.
