Depending on how good your computer is, you could go the Dolphin Emulator route. Bit of a legal grey area, but I'm sure Nintendo don't mind as long as you're buying the games legally.
I'm way late with this reply (lol), but I was referring to your comment where you could download things from other regions on your PS3 or PC then transfer them over to your Vita. You might be able to transfer it over, but you wouldn't be able to actually use it because it's still tied to another PSN account.
