The show already shifted from the Peacekeepers to the Scarrans as the big bads. There was absolutely no question in my mind that the Scarrans were far worse than the Peacekeepers. The Peacekeepers were racist, sure, but nothing like the Scarrans.
Actually, I think Wilkins made it all the way to S3 and simply reviewed a condensed S4 and the PKWars. But I could be wrong. Been a while since I read them.

This was much better than the last few episodes. This season really didn’t start off very strong in my opinion (which is really unacceptable when you only have a 14-episode order), but this episode was more like it. I hope the rest of the season is more like this and less like “Home.”
Yes, some of the practical technology depicted in TOS is less advanced than modern technology, because TOS was made in the sixties. But you can’t talk about Star Trek technology without talking about their so-called magic devices. What you call the real stuff is all considered pretty minor in TOS’ day.
