I read the book that was a sort of prequel to the events of Bioshock, and the problem with it, a common one with prequels, was that there was no suspense, as you knew exactly what was going to happen.

Because if you can influence the mayor then you can get preferential treatment like obtaining building permits for Turkish businesses in NYC. Real estate is highly contested and having the ability to shut out competitors or get permits that wouldn’t normally be granted would be highly beneficial to a business owner.
