Not a good idea. That intake is there for a reason. You could easily be pulling exhaust (possibly CO) from your furnace or hot water tank back into the house.

From experience I can tell you that’s a no go and resulted in two calls to the local police.  Some people are just miserable and just need to be eliminated from all forms of communication.

I think the proper way to look at it is all of your neighbors are potential a-holes. Some of them will become your friends, some will become like family and then the rest are on the fence. None of these are hard or dangerous as long as you know your limitations and know how to check your work. Electricity and gas are two perfect examples.
