The best response to unwanted belly touching I ever heard was when a friend of mine was pregnant - another woman randomly touched her belly and she said, "my breasts have grown too, want to touch them?" Admittedly this would not work if the toucher was male.

People like to make fun of schools for these policies, but chaperone a middle or high school dance just once and you'll see why they are in place.
