Yep. Basically they decided to leave the setting which made the whole series feel unique and compelling and just dove head-first into standard-issue dystopia sci-fi.

And all of the people saying it was bad clearly don’t remember Matrix: Revolutions which was mostly an unnecessary slog and rehash of a film; generally panned by critics and fans.
