Yes really; with the way that delegates are amassed before the convention, it very much matters that people can vote in both. Especially if you have potentially large voting blocks that are quite lopsided in who they support, you end up with a lot of people who are supposed to support a candidate that they had no say

The difference is that in those cases, people just can’t vote because they’re not old enough. In the case of those eligible for the election and not the primary, they’re sort of half-enfranchised, which is problematic.

I think there’s an argument to be made that if 18 year olds who want to vote in November can’t participate fully in their first election if they can’t participate in the primaries for that election.
