God no, The subaru twin turbo motor is junk. unreliable and difficult to fix. So he would need to engine swap it, and he can do that to his current ride.
Slap in a STi driveline in that legacy. Done. Maybe import some nice aluminum Spec-B suspension bits from Japan if your cheap steel stuff is rusty.
If you want a high rpm turbo, might I suggest a GT500 with twin turbos. 1300hp and 8K rpm can be yours. Also a very large hole in your wallet.

I think you need to re-evaluate where Ford is spending money on the mustang, and then charging you for it. A $50K Mach 1 doesn’t have a $50K interior, but very little touches it performance wise. I mean it showed up the new twin Turbo Z despite being on the way out instead of what would hope would be a class leading…
