I don't see any confusion, honestly. Look at the PS3. They say it works the same so just look at current restrictions and practice to get a feel for it.

Depends. It's a calculated risk on Sony's part. If this policy leads to as many or more consoles sold than Microsoft, then developers are going to want their games on that platform because it means more sales. Sticking with MS only means that they're taking a gamble that the exclusives will drive up console sales…
I like the idea of single player quests in an MMO racing game. Always loved running some solo quests in World of Warcraft when I wasn't doing group dungeons. Just a nice change in pace but you still feel like you're part of the world and can easily jump into group content. Looks great.
I guess it's more the other way around: since the consoles are always-on, might as well take advantage of that.
I didn't see or hear any talk about DRM type stuff.

How so? It's a video game about something actually topical, and has the potential to say something useful about it. So much of sci-fi that is considered cool is watching how bad society can get, it's an answer to a fun what if question.
