Passenger sensitive airbags are not designed to shut off because nobody is sitting there they shut off if the person sitting there is too light to sustain direct airbag deployment. That person would still need protection from the window in a side impact.

More than 1.25 lateral g with a spike when the suspension unloaded and reloaded. Also, the speedo is showing wheel speed, not speed over ground. When a car is spinning, the wheels are obviously not going to be moving as fast as the vehicle. In a spin, both feet in.
Saying that the car was only traveling 19mph is misleading. The car was sliding and the speedo only reads wheel speed. So the wheels were turning at 19mph,but the car may have been going much faster than that. See, e.g., your speed when you’re going a burnout. Speedo reads 40mph, car is creeping forward at 5mph.
