If you think CDP's methodology is a good one, then a scammer company doing the same thing is also justified. Think about it: the recipient of a notice can either pay up or pay a lawyer and expert witness to defend him/herself. Most people will pay the notice.
Except what stops a shadier organization doing the same thing? No independent verification of data, those accused can either pay the fee or pay 10x to defend themselves, and no legal recourse for false positives if you can't pay to countersue. Heck, I'll be surprised scammers don't take advantage of this soon.
