I always think of it as being a typical shonen battle show. Except instead of shouting at each other and making increasingly bigger explosions (like say DBZ), they concoct increasingly complex / ridiculous plans to beat each other.
Fantasy romance? As in a fantasy series that also has romance? Most anime tend to stray one way or the other, so it can be a bit hard to find both in one package. (Excepting all the fanservicey harem shows that just happen to have a fantasy setting).
If you want something sort of similar to Death Note, but longer you could check out Monster. Nothing supernatural there, but it's about a brain surgeon framed for murder, trying to track a serial killer across mid-90s Europe.
Always interesting to see people's must-see lists, because they're often quite different. I'm not sure I'd have any of those series on mine, but your brother's list lines up with a good share of the anime fans out there.
Lots of people talk about how intelligent DN is for the morality of whether to use the Note to kill people or not, but this is something the series itself practically never dwells on. Light decides pretty early on that he's going to do what he wants.

Yeah Athena teams are pretty good right now, especially since she's farmable and has farmable subs like Verche and Valk. Of course REM subs make her better.
Yeah, the Ronia comment was more a joke about her being OP. At least she gets to team up with Lu Bu, so there's something for the ladies.
I don't think anything will ever overtake Eva in terms of merchandising tie ins and such like. It's pretty much responsible for the current state of anime merch.
