What you’re seeing is a removable plastic cover, like the hubcaps you’d find on steelie wheels. They look weird (though some teams style them nicely) but are mandated to reduce the turbulent air the wheels would create if the spokes were exposed. They are all provided by Red Bull and are apparently 3D printed.

Since it’s a hybrid, even in electric only mode the engine will probably kick in to take over propulsion and help recharge once the battery runs below a certain threshold. The electric range is probably given to the point the engine kicks in, and not running until the battery is drained completely.

More heat going into the exhaust turbine of a turbo is a very good thing. Hot exhaust gas is more energetic, meaning it’s better able to spin the turbine and make boost sooner. 

Pretty sure you’d have to always have both engines running together at the same speed if you wanted to shift them manually, whereas with automatics the front and rear can act independently. Unless you have some crazy setup (even for a twin engine build) with two H pattern shifters and two clutch pedals.
