Supposedly annual tax fraud is 10 times the size of all the theft that occurs each year. The return-on-investment of the IRS is *way* higher than local police.

I remember hearing that some scammers will deliberately use crummy English to ‘sound out’ a mark because a mark who doesn’t notice crummy English is likely to not notice other things. It nicely weeds out anyone with common sense; you want responses to your, say, Nigerian prince scam to be a nicely undiscerning lot.
