If you are looking for perfectly plotted stories, none of the Berlantiverse shows are for you. I do not mean that as a criticism of your comment-I have complained about a lot of the clunky plots over at Arrow and Flash over the years.

This is a good thought, and I do agree that the first situation was under duress. But they were pretty clear in this episode that killing the council member was an accident. Queen covered it up, but did not mean to kill him.

I said this in comments above this, so I am sorry to repeat myself. But I have a strong feeling that the reason is that Chase and his associates have kidnapped Rene. We are supposed to assume he decided not to show, but the twist will be that he is in trouble. We will see if I guessed right next week.
I think they made a big deal of him possibly missing the hearing just so they can reveal next week that Chase has found a way to get to Rene and kidnap him. I think that is the "twist" reason why he is absent. We shall see next Wednesday.
Thanks, I thought so. So, while I can see why the writers wanted to pursue this theme, Oliver's reaction of total disbelief makes very little sense. Thea yes, as I don't think she knows this part of the story. But this "revelation" should not have hit Oliver as hard as the episode needs it to in order to work.

The firing of James Comey is a horrific abuse of authority, and the President's accusations of hypocrisy toward those who disagree with it are maddening. It is not hypocrisy to have mixed feelings about James Comey.
