Fair enough. Many of the rifles the guys on the roof had were equipped with scopes and didn't look like tactical AR's. I'm not a gun expert but that setup usually seems to be shorthand for "sniper" in movies and TV.
I would assume that the cops in sniper positions with sniper rifles would, in fact, be snipers. Not saying it'd be a super easy shot but with a dozen trained marksman firing at least a hundred rounds over the course of that scene, yes, somebody should have scored better than a glancing arm shot.
Not for anybody with the word "sniper" in their job title.

I know this is a year old but I'm watching this show on Netflix right now (I think it's pretty good, could be better) and I said nearly the exact same thing to my roommate who was passing through at the time. "This guys is like a budget Tom Hiddleston."
"Who's Tom Hiddleston?"
"Loki"
"…..Yes."
How could you possibly call this episode "humorless"? I was laughing so hard after the "videos of cats" line I had to rewind a good 2 minutes to catch what I missed.
