During their power crisis both areas were also running close to their regulated limits and had nothing to push past the ties. NERC and FERC make the rules.  In a power emergency, entities with extra capacity are to make it available

They don’t have to.  The rules are written that one entity cannot risk the reliability of their area to supply another.  This is what confounded ERCOT during their near grid collapse.  There was no available power to be purchased across the HVDC ties from either of the two neighboring interconnects.

A propely tuned diesel should not be “rolling coal.” Those trucks should be inspected for alterations to the fuel systems and fined accordingly.  Also, they need to have the damned unmuffled pipes fined and forced to put mufflers back on them.

 This is where a hydrogen fuel cell system would be superior.  You have a very large parking area available to set up their own solar array dedicated to splitting water into hydrogen and oxygen.  Another benefit of the solar canopy is to reduce the demand on power the trucks would require to keep the cabs comfortable

Disagree. If the auto industry could have it their way, they would strip cars down to basic tin cans powered by lawnmower engines, and force the public to buy these at steep markups.
