I was thinking mostly of Doubles anyway. Besides the main story of the game, I don't play Singles that much (I am a competitive Pokemon player and sanctioned battles for Championships are played in Doubles).

Well, the only exceptions to Lightning Rod in Gen 3 and 4 were Hidden Power (Electric type) and Judgment.

Shhh...think about it.

First, I will point out that Sceptile never possessed a way to increase his speed in the sunlight; not sure what you are talking about. He already has the fastest speed stat among (non-legendary) grass Pokemon, so it would make sense that he wouldn't have an ability to boost it further (save for his hidden ability).

Well, this still happened:

Kinda the point, right? I mean, Thunder Wave is one of few moves in the game with both 100% accuracy and an 100% chance of causing paralysis. And since paralysis is dangerous for speed teams, having a Pokemon that could diminish its use would be quite helpful, especially since M-Sceptile's unique typing could throw

Well, grass may be Swampert's biggest weakness, but bare in mind that grass-type attacks are Swampert's only weakness. Grass is the only type in the game that he is weak to, so having an ability that scratches out even that would be a bit too much.

Well, it's not as if Lightning Rod is given to Pokemon that are weak to electric moves. Goldeen and Seaking are the only Pokemon who currently have the Lightning Rod ability (albeit hidden) who are weak to electric moves. All other Pokemon with the ability are resistant or immune. Lightning Rod is a support ability.

For you, good sir:

Be careful what you wish for....

Because some games have had misfires because of the way they were presented.

Those are all Nintendo execs:

Err...what's the confusion here? Sony announced at E3 last year that The Order: 1886 will be exclusively on the PS4. Considering that it is being developed by Ready at Dawn and published by SCE, this shouldn't come as a surprise to anyone.
