I respect your point of view, but I would argue that cops are a ways off from being “just bureaucrats” hustling for a paycheck. Most of us engage in some level of bureaucracy in our everyday work lives without causing others undue harm. And most of us lack the power to ruin or end another person’s life, and be shielded…
Just like other jurisdictions, the cops here in Hawaii have a stupidly strong union that seems designed to protect the worst of the worst. It’s not uncommon for the process to fire a cop here take years. Even then, we’ve seen the union successfully get the firing overturned and the cop rehired.
And never talk to the cops except through a lawyer. Doesn’t matter how innocent you are. If you doubt me just watch this video:
My understanding is to absolutely not take any sort of field sobriety test whatsoever as they are hugely subjective. Say nothing, since they intend to arrest you anyways. Get the breathalyzer and blood draw, sue them later. Take advice from the Pot Bros at Law and their Shut The Fuck Up Fridays.
Can you imagine being so completely and unflinchingly willing to fuck up someone’s life for a job with a median salary of ~$50 - $60k, just because somebody told you to? Proof positive that police don’t police from a desire to do good, but because they are sociopaths who enjoy doing harm.

Just picking and choosing what to follow and what to not follow that an officer tells you to do can be incredibly risky. Couple that with the fact that it’s hard to decipher what is a direct order and what is simply them trying to get you to do something on your own volition, makes dealing with cops way more confusing…

Always assume the police (anyone in power?) are not acting in your best interest, especially once they have you in cuffs they now assume you are guilty and will act accordingly.
Just the opposite, thievery would be harder if it were easier to make money in general. Few people go into thievery as a career choice, most people go into it out of desperation. Following up on crimes will take precious time away from the cops harassing the unhoused.
Unwilling, they were unwilling, to go after thieves, because they only wanted guaranteed slamdunks and not to have to use the myriad other offenses and powers open to them.
