You should definitely hit 60fps with rtx on at ultra settings on 1440p with a 3070.  I recently nabbed a 3070 KO from Asus and that thing is a hog, its absolutely destroying any game I throw at it in 1440p.

This is never going to happen. The legal labyrinth that Xenogears would have to go through (published by Squaresoft, Monolith Soft used the license for the Xenosaga series, and then became part of Nintendo for all intents and purposes) is going to put the kibosh on this dream.
