Laws can be ignored, but it’s the insurance companies that rule. Injury claims from motorcycle accidents where the rider had no helmet could be denied. If that were to happen, you’d see a much higher compliance rate. It won’t weed out the hardcore idiots but I’d bet it’d be effective.
