Depends on the car. That 79 TransAm will rust away if driven in the winter and parked outside. A 99 TransAm is much more likely to survive in that environment. Was there a chip in the windshield before the cold water was sprayed on? It seams unlikely that the windshield would crack unless it already had a flaw.
