Stable or not... who the hell builds a nursing home close to a cliff anyways?! Two thoughts immediately pop into my head: People escaping/wandering and accidentally falling off.

Why the hell did the developers choose to build an old folks home in such a precarious spot?

I think the cliff location was chosen as a metaphor.

There was a nursing home across the street from a mortuary near where I grew up. My dad used to tell me (and I believed him) that they had a big air gun that would shoot the bodies over the street. To further increase efficiency, the developers will be moving the cemetery to the bottom of the cliff.
