You can never stop people from cheating or installing an OS on a system if they really want to do so. All you can do is really make it easier and funner not to cheat or skirt the rules. This will cut down on it but not stop it.

Nasty microsd cards with terrible speeds are cheap. A decent microsd card that has great speeds both ways that can support games without any issue are not.
