Civilians can’t do anything about arrest warrants, so yes, nothing else will happen to the driver other than getting a traffic ticket.

You can drive away right after he/she hands you your ticket.

It’s not the same thing. The traffic enforcers won’t be able to detain you. There is no authority for a Terry stop.

There will be no need to arm the traffic enforcement officers. Once people are aware that they can only get traffic tickets and nothing else, they have no incentive to kill them.

The difference is that once people realize that the traffic cops can only give them a ticket for whatever traffic law they are violating, a wanted driver is not going to kill the traffic cop because he knows that he can’t be arrested.

Civilian enforcement means that the traffic enforcers can only give you a ticket for violating the traffic laws. They can’t pull you over because you’re speeding and then turn it into a drug investigation because they smell pot.

Because then I have to fucking go to them. My sister-in-law’s gender reveal party? FUCK THAT. I have no problem ignoring invites from acquaintances but I can’t avoid them for certain people (like relatives).
