My favorite part of the hilarious reaction to your comment by me is how wrong you are.  What you’re describing is demilitarizing the police, not defunding.

You’re confusing traffic cops with detectives.  Traffic cops aren’t trained in anything like drug busts, investigations, etc.  

Points 3 and 4 are legit and I think that point 1 could work - I got a ticket from the two weeks I was in Germany and Austria.
