Sounds to me like you want to jailbreak. SBSettings is exactly what you're looking for (toggles for WiFi, Bluteoth, brightness, etc.)

Using Activator (free via cydia) you can set "Swipe up from bottom" (or something like that) to bring up the multitasking bar. You can also set any number of other actions to trigger any number of other results.
