Sounds to me like you want to jailbreak. SBSettings is exactly what you're looking for (toggles for WiFi, Bluteoth, brightness, etc.)

You can add any sound file that you want as a ringtone without jail breaking. You just drag it into the ringtones section in iTunes when you plug your phone in.

No Prob. H.264 is a great codec for simply watching videos. It does a great job of keeping the file size down, while keeping the visual quality up.
