I will say though that the list of inspection items is just those listed, you can go in running on 3 cylinders and as long as the inspectable items are there and intact you’ll get a sticker (this of course is rarely the case but still, can’t fail for rough idle or misfire).

Absolutely this. I didn’t even think of the dangers of using board type lumber (not a thing I’d ever do). Unless you’re using 8x8 or similar for blocking it should never be used laterally for any loads period.
IMHO Plywood > Pavers.
