That effectively only tracks when people enter or leave a state. It does not provide any data about how many miles are driven within any given state. To make every single road in the US a toll road would cost billions to implement.

Not in my opinion. Wear and tear on the public infrastructure is a function of weight and miles driven. In this case, it puts EV’s on a level playing field. If you want EV’s to cost less, make them lighter. 

Miles driven out of state has already been addressed above. Charging by KWH charged might help, but only at public chargers because home chargers are not required to be networked. IMO, they should completely overhaul that part of the system and ditch the gas tax entirely. Charge each registering vehicle per mile driven based on weight, regardless of ICE, hybrid, or EV. The only hurdle I see is out-of-state miles where ICE/hybrids would be taxed twice but that’s mostly an issue with big trucks.

My current vehicle gets extremely butt-pucker when taking corners in town during or after a rain or even morning dew. If you touch a manhole cover or road paint with any kind of speed there’s a good chance you’ll just crash.
