There’s a pretty broad line between practical jokes and intolerable cruelty. These incidents at this shop were clearly the latter.

Agree with management responsibility. They set the tone and should have put an end to the shenanigans at the very first incident.
One can expect a certain amount of hazing or pranking in some industries. Basically just tease the new guy and see what he’s made of... as long as it doesn’t go far (as in no constant emotional and no physical trauma)
