I think you are grouping things up a bit too much. In the US, oil is hardly used for electricity (about 1%), renewable energy (if you don’t count nuclear) is about 13%.
I wouldn’t say every city car, but looking at department of transportation data. Looking at all cars in the US, and trips that they do over 50 miles. 99.8% of them are within 250 miles.

You can most definitely go to another Tesla store, you can also file a complaint with Tesla corporate. Other options is going to a Tesla certified body shop.
Tesla has a VERTICAL monopoly on their own product. (vertical monopolies are a healthy part of commerce).
The thing is, I wouldn’t be surprised if GM did author the bill. In Maryland where Tesla made a deal with the auto dealers to allow them 4 stores limit. The only opposition was GM lobbying to limit it to 2.

The independent shops have access to all parts and data on how to install them.
Tesla does not have a monopoly on service, and there is nothing wrong with having a vertical monopoly on selling your own product.
If we had an even playing field, all GM execs would be in jail for knowingly covering up the ignition switch issue which killed 164 people.
You have it all backwards, if you buy from a manufacturer, you pay invoice price. Dealerships are not real competition, you are only fighting on how much extra bonus you are willing to pay the dealership. That is what you are bargaining for.
And that is there problem, if everyone around you agreed to marry someone. And you did not. Should government force you into marriage to “even the playing field”?
You don’t have to deal with Tesla, you can go to an independent certified body shop and deal with them if that is what you prefer.
