Not dreaming at all. And there is nothing magic about it. There is a saying that once technology gets to a certain point, it becomes indistinguishable from magic (but that doesn’t mean it is magic).
When I was listing things, I was listing them not by level but by overall steps. Here is a breakdown by level as per NHTSA:

I am well aware that in 2018 you won’t be able to get in without anyone in the drivers seat, that is a given. Even if the car would be 100% self driving, the laws wouldn’t allow that. At least not in 2018.
Tickets are a way for governments to make money, they can easily offset that with other forms of fees, not a way for the politician’s sponsors to make money. The economic impact will be so wide across all industries that the pressure would just be too much to resist.
I think safety might be how politicians will push it to the people, but I think what will push the politicians is the economics, no more traffic, no more speed limits, cities can reclaim land and roads. When they add up the dollars, the economics will speak for itself.

The thing is, in an autonomous car future. the need to afford a car diminishes. You just wake up every morning, car picks you up, drops you off and goes picks up the next guy.

1) That is like saying, fusion has been around for a long time, pointing at the sun, so a fusion reactor is billions of years old technology. The cars of back then did not have things like even the common transistor, nor the lithium ion battery, all of which technology that did not exist 130 years ago.
I would disagree, on 2 counts:
Well the bright side is that Nevada constitution does not allow giving of cash. So the only thing they get here is tax breaks and infrastructure commitments. Though generally with infrastructure commitments tend to be things they planned to do anyways but just get higher priority.
