1) I live in the Texas panhandle.
2) I park my car in the garage over night so lowest I’ve seen is 40°F.
3) The car is 11:1 compression, up from the stock 9.3:1
4) I’ve only had it throw a fit once and it had been sitting outside at work in 15°F weather all day but still fired up.

Because I work in an area where 700hp is a good start lol. We have people with 1500whp÷ street cars here locally, I’ve seen an occasional 2000whp but those are usually more concentrated around Houston and DFW.
There’s quite a few racing venues that require cats anyway. Even at Le Mans.
There comes a point where stock cats are a restriction and hinders power, some will even fail because they can’t handle the higher flow (Hellcats are one model in particular).
You can of course offset this in three ways:
1) Test pipe
2) Gut the cat
3) Run a cat with better flow (which of course probably won’t pass CA or…
People there still treat speed limits like suggestions tho lol.
