Because it leads to an overall better system? You get the better turn-in from a slightly more performance-oriented tire with the ride quality, noise, etc. of the less performance-oriented tire.

Because that more performance oriented tire would hurt fuel economy, and if you can get some of the gains of that without hurting fuel economy, that helps make the car better?
