In track and field you have to be clear of the runner you are moving in front of before you cut them off.  You can’t impede their stride or you can be dq’d.  Intent has nothing to do with it.  So you are incorrect about that.

Perhaps the rule against using your hands is legitimate in soccer but it’s a bullshit rule in every other type of sport with balls. Basketball, football, handball. Why does soccer have different rules than those sports?

It makes sense to me, missing the dunk to me. They say all the time when Steph is draining threes that the basket must look huge to him. And that’s thirty feet or more away. Imagine how terrifyingly enormous it must look to him from layup or dunk range. 

The problem with allowing intentional blocking in horse racing is that horses die or easily injure themselves seriously enough to cause death.  See Eight Belles and Barbaro for examples of multimillion dollar animals that lost their lives due to racing injuries.

A jockey that has only “marginal control” over his ride is going to be an unemployed jockey. It isn’t those other sports, it’s horse racing. Aside from the obvious accident and injury risks, allowing “blocking” would quickly lead to easily fixed races which would undermine the entire thing.
