I had a working visa, granted I only drove twice in the 6 months I was in Tokyo. My girlfriend on the other hand had dual citizenship so I’m not sure how legal it was for her to use an international license. FYI my company was the one that directed me to get an international license.

Here’s a tip. Get your international license before you leave the states. I did, and so did my girlfriend who was a dual citizen moving back to Japan. Worked in both cases.
