I’ve done PA. It’s exactly what I said above. They give you credit for state taxes paid, but you owe the difference. For Montana, that is $0 credit. If you came from a state with higher than 6% state tax, you get a full credit.

Maybe you’re right. I only deal with the DMV in 16 different states, so there’s 34 states and DC with laws that I don’t know.

Consider yourself lucky. I’m guessing the states you moved from/to had reciprocal tax agreements. My state only gives a credit for the state tax if it was paid, you are still on the hook for 5% of present value for local tax.
