I think the Russians were trying to get Phalanx to engage them. In order to develop effective anti-ship munitions, you have to understand how your adversary’s countermeasures work. Getting Phalanx to engage would give them readings on the system, response time, etc.

We spend the most, because we have the most to spend. A better measure of military spending can be found by breaking down the total expenditure as a percentage of GDP. When you do that, the US is only the 4th highest.
