This was not a rational decision, I’m sure. I manage a popular restaurant in a big city, and similar restaurants are hugely dependent on tourists for sales. So it definitely wouldn’t make sense to turn away “non-citizens” (let alone ANYONE who’s a paying customer!).

This story makes absolutely no sense outside that the waiter is a bigoted idiot. Even if they were not citizens, why could he not serve them? There isn’t a law in the books that says you must be a citizen of this country in order to order the Bloomin’ Onion appetizer.
