Every time this happens it is like the floor has fallen out from under me. And yet I am also not surprised.

I just had to get my passport renewed in an expedited fashion from our local passport center while my sister tried to get her car title from the Minnesota DMV. One of us had very clear guidelines to follow and was quite please with her service and the other went to the dmv.
