Only US DOT requires symmetrical or center-mount reverse lights. Europe/ROW doesn't and typically get by with one light like that.

If I based it off of my work experience at an multi-national; I would say that my Mexican coworkers both in the US and in our Mexican offices are pretty hard working and talented workers. Of course, the people I come in contact with are all college educated.
