You’re absolutely right not to replace the passenger side hub assembly. SKF QA reps have even gone on the record to confirm that, due to many reasons, wheel bearings will wear at different rates. Replacing them at the same time is no guarantee they’ll necessarily go at the same time, so there’s not really any point
