I remember a study from a number of years ago that found that having substantially uneven or jagged edges along the tops of the noise barriers was found to have a greater impact on sound wave disruption than the straight edges currently used.
If I may suggest something that sounds hokey (but I can confirm first hand has worked for me, a fellow bug-magnet)...
