Would I be correct in assuming that the ID needed for an American passport would be similar to, say, voting? So ignoring the $200, the cost/time to get the ID you need for a passport would also be prohibitive?

Unfortunately a major barrier is that Americans now need a passport to enter Canada, which may be time and expense a woman might not be able to afford.
