Non newtonian means that it has a non linear relationship between how much its forced to go somewhere and how much it flows. With water, the relationship is constant. If water flows at the rate of X under pressure Y thru a given hole, doubling the pressure will double the flow rate.

I believe that oil is always a non Newtonian fluid, only the relationship between stress and viscosity runs the opposite direction of corn starch, more like ketchup or plastics.
